All you gotta do is find the file "sims2.exe" and run it as administrator, this file is located in this folder:
C: \ Program Files \ EA GAMES \ The Sims 2 \ TSBin
Click the right mouse button on "sims2.exe" and then click "Run As Administrator"
And right, that can play Sims 2 on your Windows 7
